Specializes in public procurement law and broadly understood business law. Professionally involved in public procurement since 2010. She developed her career as a lawyer in an institution under the Ministry of Digitization, responsible for tasks related to the management of the Structural Funds of the European Union.

Currently, she provides comprehensive services and legal advice in the field of public procurement both for contractors and contracting authorities, in particular in the IT and medical sector. Represented, among others, the winning contractor in the case concerning the setting up of an e-Procurement platform, ordered by the Public Procurement Office.

Since 2019, she has been working as a consultant with the European Bank for Reconstruction and Development.

Joanna Hołowińska is a law graduate at Cardinal Stefan University Wyszynski in Warsaw. She also completed postgraduate studies in public procurement “Public Procurement Regulation in the EU and in its Global Context” at Kings College London.
She completed an apprenticeship attorney at the District Bar Council in Warsaw

She conducts trainings and is a lecturer at postgraduate studies in public procurement law in the field of new technologies and IT. She is also the author of numerous publications in the field of public procurement law and co-author of the ‘Commentary to the Regulation on the types of documents that the contracting authority may require from the contractor in the procurement procedure’. The commentary was published by Presscom.
